I develop my web pages using fairly standard tools. All of the creation is done using Emacs and vi text editors. The pages are verified using sgmls and the html-check toolkit. The DTD's that I use are either standard versions from the World Wide Web Consortium or slightly modified versions that include HTML features not yet standardized.
I personally view my web pages using Emacs-W3 mode, Lynx, and Microsoft Internet Explorer 3.0. I'm not a big fan of Netscape Navigator due to the company's anti-standards activities, but I have no problems with Navigator-using people viewing my site.
To qualify for Microsoft bribage, here is an ActiveX based navigator to other web sites on which I work. Enjoy!
